Purpose of Role:

  • To support the Regional Technical and Land teams to develop, agree, implement and deliver the Region’s land acquisition and development requirements through successfully advising on and gaining planning approvals that meet the Region and Group business plan and future growth requirements.



Key Responsibilities

  • Take a ‘whole company’ perspective to the performance of the regional business by positively influencing and enhancing the profitability and operating effectiveness of the business.


  • Provide the Regional Development Director & Land Director with operational & tactical planning analysis which present clear and reasoned planning advice and recommendations in terms of potential risks/opportunities and likely planning gain requirements.


  • Be an effective and active multi-disciplinary project delivery manager working closely with the Regional Technical and Land teams and third-party providers to ensure that planning applications are prepared in accordance with Local Authority requirements whilst balancing the wider considerations of the business strategy and expenditure requirements.


  • Have excellent report writing skills to prepare persuasive and effective Pre-Application, Planning Statements, Statement of Community Involvement reports and other associated planning documentation.


  • Actively manage and be responsible for the planning application process for all applications in the Region through direct liaison and negotiation with the Local Authority and key stakeholders.


  • Proactively identify and negotiate planning gain contributions with the Land Director and Regional Development Director.


  • Manage the drafting and completion of all Section 106 Agreements with the Local Authority and our legal teams in accordance with the business operational requirements.


  • Ensure that all planning permissions are value-driven and are commercially optimal for the region to achieve its business strategy plan.


  • Manage the compliance and coordination on the discharge of planning conditions.


  • Provide key status, project information, assessments, analysis and recommendations in relation to all regional planning matters, take action to mitigate planning risk, protect land acquisition, site start development targets and KPIs.


  • Monitor and report to the Head of Planning on both local and national planning policy changes and key planning decisions.


  • Engage in the process of determining, agreeing & delivering site start programmes so that planning matters are not a risk to meeting the agreed timescales


  • Providing support where necessary to the Head of Planning and Regional Development Director on all planning matters.


  • Any other duties as reasonably required.




Qualification / Technical skills / Experience / Knowledge

To be considered for the role you will currently be working within a Town Planning discipline with a minimum of 4-5 years’ experience. You will currently be working for either a private sector consultancy, housebuilder or local authority where you will have gained diverse experience in planning management and securing commercially deliverable planning approvals.


To be successful as our Regional Planning Manager, you will be to evidence your previous excellent success on delivering planning requirements. You will be seen as an expert in the planning field and an effective business/project delivery manager.


Delivering on excellence and control are key to the success within this role.


To be considered for this role you must also possess;


  • A relevant qualification or broad and extensive experience in planning management.


  • An excellent track record of successfully delivering planning approvals.


  • An in-depth understanding of adopted and emerging local and national planning policy and guidance as well as legal frameworks associated with planning management and development procurement.


  • Comprehensive technical and legal knowledge and broad Financial / Commercial awareness that impact on land acquisition and planning matters.
